I've spent the last two days trying to fix this to no avail. It all started when I started using mods, but the mods can't be the problem(I'll explain that below). After I installed an ENB(Re-Engaged) specifically. I have scoured the internet and tried literally every single supposed fix Google could find, and nothing works or even helps. In fact, a few even made it worse. To rule out that the ENB, or other mods, were causing the problem, I uninstalled every mod I had, including the ENB, through the NMM, and then manually deleted all files associated with every mod I had installed(the entire data folder, and the ENB files), and then did a complete clean wipe of the game from my computer. I then reinstalled it, and started the game 100% Vanilla. Still getting stutters. This is when I started scouring the internet for fixes. The ones most commonly mentioned are turning off Vsync. I have tried adding iVSyncPresentInterval=0 and iPresentInterval=0 to both SkyrimPrefs.ini files one at a time, and both at the same time, in every possible combination. I have tried changing their values to 1 and then adding iFPSClamp=60 to the Skyrim.ini file. I have tried using the enblocal.ini file that the Frame Rate Stutter Fix - Steady FPS mod provides, and I've also tried pasting the code within that file into the Re-Engaged file of the same name. I've reinstalled every mod. I've deleted all of my saves and started fresh with and without mods. I've turned Vsync on and off in my GPU driver(Radeon RX 480 4GB). I've tried disabling the Xbox DVR feature manually through regedit. I have no antivirus installed on my computer other than Windows Defender, and it, along with the firewall, is 100% disabled. As you can see, I have tried everything. Nothing works. I am severely agitated because I was so much enjoying the world of mods for Skyrim. I don't understand why this stuttering continues. As I said, it never started happening until I started using mods. Someone please help me fix this.
