From what I see, yes.
The mod included a ton of music taken from various GTA games that the uploader could not have possibly gotten permission to use.

Phantom Pain is not a game Vortex currently supports. Would need someone to write an extension for it to operate with the game.

Well the plugin does appear to be from the Janky Sliders mod found it on the this page:
https://www.nexusmods.com/skyrim/mods/101070
It does have the esp included in the archive. Being an esp would rule it out as being a master file normally, unless it's been altered with another tool to act like an esm.
