Update! I found a post one of the authors made on the Pavonis forums that included a link to a public Google Drive folder which seems to include the last built versions. Hopefully it works for what I'm trying to do...and good luck to anyone that comes along wondering the same thing in the future!

I'm trying to figure out how to add MJpoland's voice packs (example) to a vanilla EW (no LW) installation. The first step involves using UPKModder to apply a .upk_mod patch, but I can't seem to find that utility anywhere on the internet. Can anyone help me out?
