this happened to me too. seems like it has to do with SMP?

[Help no voice in skyrim]

so I had this problem. took me forever to figure it out, hope it helps if none of these fixes are working for you.

Check the skyrim data folder in steamapps common skyrim data, just type voices.bsa and if there's no skyrim - voices.bsa and voicesextra.bsa or something like that then you need to go into preferences on steam and change language to something else then back to whatever you want it to be and that should fix it
