just another question, the unistallation of ELFX-WEATHERS can maybe corrupt files and not solve the problem?

I leave everything to LOOT for the loading order, I hardly put my hands on it. however, after removing Cot I not only reloaded the patcher but I deleted the old esp of the patch for the new one. so what do you suggest to do, disable ELFX-WEATHER in favor of COT? the others mod of ELFX do not conflict with Cot?

I use among many mod regarding weather conditions RealShelter with the RSRain (I have this problem even before I installed RSRain), ELFX- Weathers, True Storm, mintylightningmod and Wonder of weather. Previously I was using Climate of Tamriel with ELFX-Weathers worked well enough, only a few times when it rained was generated this bug again.
