Primary source of help for in-games has to be the game support forum. That includes developing mods for that game.
Here we mostly try to help with Vortex related problems.
I will say, in your case, start a new fallout 4 profile that includes only your mod. See if you can reproduce your error there.
If no, add back half your mod list. Keep going, half at a time, until you isolate your problem.

Just don't try to use both Vortex and NMM on the same game. You will not be happy with the results.
Not surprisingly, those of us on here would prefer Vortex over NMM on all games. Even MO 2 would be better than NMM.

All of your other files look correct. Delete that esp and tell Steam to validate your installation.

You are over-thinking this.
SKSE and FNIS are both installed in the game directory - so the game has to be installed.
1) Verify what version of Skyrim you are running. You find it by selecting the executable. Mine is SkyrimSE.exe. Open Properties.
On the Detals tab, it says mine is 1.6.353.0. Write yours down.
2) Download the appropriate version of SKSE from skse.silverlock.org. Nowhere else.
3) Drag the file you downloaded to the Vortex file drop area.
4) Install it.
5) Double click that file line to open the mod details panel. Scroll down to Mod Type. Select Engine Injector.
6) Deploy.
Congratulations - SKSE is done. There is no dependency with FNIS; they are unrelated applications.
Install FNIS from Nexusmods, in a similar manner. Mod type for FNIS is Default. Correct the path if necessary on the Dashboard. Congratulations - FNIS is done.
Now you can worry about your mods. Latest FNIS is good for all. If the mod has a SKSE dependency, make sure to match the SKSE you installed.
Done. Go play the game.

Most important: For each game you move, Purge your mods from within Vortex. That removes the hard links.
So:
1) Purge all affected mods
2) Use Steam to move your games. Don't do it yourself; the catalog has to be updated by Steam
3) Tell Vortex where the game is now.
4) Update your mod staging directory location under Vortex Settings. Vortex will move it to the correct drive.
5) Activate your game Profiles and Deploy. Links for all of your enabled mods will be restored.
Come back here when you get stuck on a piece of this. I just say the way it should work; your mileage may differ.

Say you just move your game directory without Purge. What happens?
Well Windows in it's immense wisdom will do a "Deep Copy". Each hard link will be replaced by an actual copy of your mod.
Now when you start Vortex, it sees a real copy of your mods in the game directory, and thinks you installed them manually.
Best case: all of your mods are flagged as redundant. Things go downhill rapidly from there.
