    Well you are using the Skyrim LE version of Racemenu.

    You have to clean up your game directory.
    First hit Purge in Vortex. That takes Vortex out of the picture.
    Now delete everything in the Game directory you are not sure is part of the game or DLC. Everything.
    Now tell Steam to validate your game files. It will restore anything you deleted by accident. Now the mod-free game should run. Test it.
     
    Finally, open Vortex and hit Deploy. All the Vortex installed mods will be active. Test it.

    1) Don't try to run a Skyrim LE mod on Skyrim SE. Most have to be converted.
    2) Don't install a 32 bit dll for SE SKSE. It is not compatible.
    3) Set SKSE as Primary in the Vortex dashboard.
     
    In your specific case, I recommend stopping Vortex and running Skyrim by executing skse_loader from your game directory for now.
    Get all your problems worked out, then come back.
    No point getting you confused by what you think might be a Vortex problem.

    You did good, installing SKSE using it's own installer. That is guaranteed to do it correctly.
    I am surprised Vortex lists it as a mod at all, if Vortex did not install it.
    If you did happen to drop the SKSE zip file on Vortex, it would show up as a not enabled mod.
    At that point, it does not matter what you do in Vortex - enable it, disable it, or remove it in Vortex.
    It will still be installed and work correctly, since you installed it "manually".

    If it were me - I would uninstall Vortex using Windows Uninstall.
    Then delete the directory C:/Users/xxx you xxx/AppData/Roaming/Vortex.
    That should remove all Vortex history.
    Then do a clean install of Vortex.
     
    Note: If you copied hard disks before purging your mods in Vortex, windows likely converted those hard links to actual files. Look inside your game directory.
    If that happened, it is best to do a clean game install to get rid of them.

    Just remember - once Vortex has installed and deployed your mods - it is done. You can stop Vortex and launch your game any way you like.
    The Vortex Dashboard does have a convenience entry to let you launch your game - but it has to be set up correctly.
    Go to your dashboard and edit the SKSE entry. Verify it points to your game directory. Click the Make Primary while you are in there.

    If you manually installed the mod, you are really in the wrong place.
    Try the Rudy END mod support topic.
     
    On the off chance you mean you used Vortex to install the mod, make sure you used Deploy.
    Then look in your game directory and see if the mod files are there.
     
    ENB is likely a mod that requires game directory installation. Make sure you set ENB as the mod type dropodown.

    Only The TTW edition should reference FO3 files. You MUST delete it; Vortex won't do it for you. As instructed, only use the one that matches your system.

    - NevadaSkies - Basic Edition.esp -> This file has to be activated if you do not own DLC Content Packs
    - NevadaSkies - Ultimate DLC Edition.esp -> This file has to be activated, if you have all FNV DLCs.
    - NevadaSkies - TTW Edition.esp -> This file has to be activated, if you have Tale of Two Wastelands installed.
