Skill formula cap is not the same thing as skill level cap, Elys explains it better than I can. I only suggested setting the formula caps to 100 because I'm not exceptionally familiair with PerMa and have no idea how it will react to values higher than 100. Though of course you can always try asking in the PerMa post section. As for how to edit the uncapper, there are instructions on the community uncapper front page here on Nexus.

It should be perfectly safe to use, you'll just want to change the skill formula caps to 100. That way you can continue to increase your skills for level ups, but you won't gain any additional benefit from skills over 100, so you don't break any of the new PerMa skill formulas.
