Had the same problem when trying to go to Dawnstar (kept crashing). If you have the high res textures dlc, then continue reading. When starting up the game, on the start up screen with play, options, data files ect. go into Data Files and delete both files that are with the high res dlc. it then should work and not crash when fast traveling or entering Dawnstar. If this does not work then i am sorry :\
