[can someone please make a special armour mod for a friend of mine]

hi

this is my first time requesting a mod, so here it goes,

I was wondering if it would be possible for someone to make a sexy female veigar armour for a close friend of mine, yes veigar, as in the tiny Vivi-like, monster of evil from league of legends. anyway, my friend absolutely love veigar and really wants a veigar skin but I have no idea on how to do that I have attached a veigar pic as reference, i know they are different but if a hybrid of both references could be made that would be amazing
