While this is possible, based on Havok, it's still nearly impossible. The Havok engine in Gambryo would require a substantial part to be rewritten. This requires access to tools made by havok that the devs will never be able to provide due to licensing. At the same time, it would also completely kill performance due to Havok not having openCL support and thus not being able to compute this via GPGPU functions. Cloth and hair physics simulations are extremely demanding, and would grind the FPS down to a halt. This is already apparent just with simple facial animations based on physics, which is the reason for the large FPS drops in NV. I wouldn't expect this feature till at the very least, the next TES title. Mafia 2 does this in very limited form, and it still kills that game's FPS, and it's PhysX GPU powered!
