If your wanting the settlers to spawn with the clothing items randomly, the outfits need to be in the leveled lists. what ever mod is bottom on the load order wins and gets its gear list. So what you can do is merge the lists down.... Oxhorn has a video on how to do this. Add the Outfit to the bottom mod that has the leveled list. Then add THAT new armor to the list.
