I know its a dead post but i may have just found a solution. So i will lay it here so people can find it eventually, enter console by pressing the ' key click your naked character (must be naked or not wearing any clothes that gives any bonus) type "getav jumpheightmult" (this will return a number. usually the bonus of the armor thats around 2.3) type "player. setav jumpheightmult -[the number you got before] this is better than the workaround of using "setgs fjumpheighmin"
