My hardware is a intel core i5-8600k, nvidia geforce gtx 1070Ti, corsair memory ddr4 32GB 3000 MHz and my motherboard is a ASUS z-370P.

I use a lot of mods im my game, but any texture mod. But i have many construction mods.

The problem here it is not tearing. Im my game this graphic bug happens when i go in some specific places, like a yangtze, church of the children of atom submarine, vault 88 and the mechanist facility.
