See, it's not your job to do that, you willingly do it out of your own time. But the problem here is that Steam EXPECTS people like you to keep it clean. And they won't pay any of these people.

Did modders get into modding to sell their mods? Did modders get into modding in order to showcase their work in case a game company just happens to see it and hire them? I'd like to point out that in the case of number 2, the general public are very much guinea pigs in order to help boost the professional of the mod author. The more people playing their mod, the more people report bugs in their mod, the more people endorse their mod, the more people spread word of mouth about their mod; the higher the chance the mod author's work is brought to the attention of a professional or indie game studio. If the mod author gets hired, great! It's their private life, and they have succeeded professionally. But when they turn around and sell something that the general public indirectly contributed to, nuh uh. 'Course, this doesn't apply to someone who has never modded before, and their very first mod is a paid one.

EDIT: doh, meant Flames, not Fireball to be more specific, I CTD after running from Riverwood to the Whiterun gates. As soon as I enter, two NPCs start yappin about needing weapons or something, and to my right is an unlit brazier. I start to cast Flames on it, and I CTD. I also had a CTD when I was outside of Whiterun and casting Flames at thin air. That only happened once and I'm not able to replicate it. I casted Flames on the road near Riverwood against a wolf and I didn't CTD. I casted Flames on a giant near the farms outside of Whiterun and I didn't CTD.
