The Frosty Editor looks very promising, there is a video of it on Wavebends Youtube channel. It may be even released this week.

First: Wavebend is working on a First-Person-Mod
Second: While a modding tool exists (MEAExplorerWV), creating mods with it is not easy. First you have to find the right file, than you have to export the file, next you have to use a Hex-Editor to mod the file, and finally you have to import the modded file (installing mods is thankfully way easier). Because patches change the adresses of the values you moddify with the Hex-Editor, it is not uncommon that a modder has to recreate his mod from scratch after a patch.
Thankfully Wavebend is working at a better modding tool that does not have this issues (you can change values directly in the programm without having to you hex-editing) and when it is released, we will propably see way more mods.

I would like this for my future New Game+ fem Ryder.

I would like to see them as well. I could finally make my own Harrier

Easiest way is probably to set the decryption core price to 1 and increase the quantity of them at vendors, but a real auto resolve would be nice as well. But we will probably have to wait for better modding tools for that.

Look at Wavebends youtube channel.

Patch 1.06 buffed many powers and weapons in the MP, but we don't get these buffs in SP. It would be nice if someone could do such a mod.
When the Frosty Editor is released I might try do do it my self.

Problem is, they are harcoded into the game, changing that is probably impossible, this might be a suitable replacement if they can get it to work: https://forums.nexusmods.com/index.php?/topic/5604467-remove-cool-down-when-switching-power-load-outs/

Look up the Unlimited Research Points Glitch on youtube, it might help you until someone makes such a mod.
