Just wondering if its possible to turn the Bloody Mess perk into a legendary effect for weapons rather than a perk that effects every weapon. This would allow a player with legendary crafting mods to control which weapons would be able to destroy bodies. A minigun with explosive ammo or a grenade launcher should be able to completely Gib an enemy. But its lame to have pistols and 5.56 rifles do the same thing. If there is another way to configure this outcome I would love to know how.
