I'm guessing you have the twinkle stars from Vivid Weathers as seen in this video (go to the halfway mark)? Try running the installer again for Vivid Weathers and don't choose the star and galaxy texture option. Be sure to uncheck the Vivid Weathers esp afterwards, as stated on the NLVA page.

 

If that doesn't do it, make sure you don't have another star texture in your data/texture/sky folder.
