I think Five Finger Discount is the mod you're looking for, it gives merchants locked inventory containers which you can either lockpick or steal the key from them/from their corpse.

I'm trying to find a modder's resource I remember seeing a few years back that was a model and texture of a restored/rebuilt/refurbished version of this building, commonly seen in outer Vegas and in the DC metro area in Fallout 3. It might have been on Fallout 3 Nexus, I'm not sure. I've tried searching the modder's resource and buildings categories, both resource tags, and keywords like "building", "architecture", "restore", and etc on both sites with no luck. I'm sure it exists, or at least existed in the past. I hope someone recognizes it! :S
