That is a standard message that you receive when loading a save that was made using a mod that you no longer have active. If the mod that was deactivated added items to the game then things can go missing. Since the mod you deactivated was probably the one linked in the OP, and that's just a setting value change, no problems should result.

To open the main data file, download / install the CS, start it, then choose File - Data. Double-click oblivion.esm (in the listing) and click OK to load it (you don't need to set an active file since you are creating a new mod).

If Haskill gets up after you accept the offer, and the room doesn't dissolve (butterflies!) then the sequence was glitched. Restore a save game and try again.

You need to install the body models too (and not just the meshes). If you haven't yet, look in the top 100 for them (nude or underwear version).

Make sure the clothing / armour you're using is for the body you have installed (so that the textures line up properly). You typically can't mix and match between body types (if there is exposed skin, and the body models / meshes / textures aren't compatible).

It's actually not a strength mod, but one that changes the multiplier affecting how much each point in strength gives you in allowed encumbrance.
Also, it's easy to create yourself (no real need to download). Open the CS, and main data file (oblivion.esm). After it's open, click Gameplay (menu) - Settings. Change the value for fActorStrengthEncumbranceMult to something that suits your tastes (default 5.0...). Save as a new esp, exit the CS, enable your new mod and you're good to go.

I'm running Oblivion on a Vista Laptop, so it is possible (Default install path, and it was working before I disabled UAC).
Are you sure that you're starting the OblivionLauncher, and not Oblivion.exe?

Sounds like you need to install the Construction Set... that's what gives me the file associations for .esp's.

The manual is correct, but what you're talking about is strategy in making a powerful character. It has to do with attribute bonuses upon level up (wanting +5...). You can read more about it here:

I would consider the copying of a game you own into an alternate media format (to make it easier for you to use) a fair use of the product. You are licensed to use the product and as long as you obey the EULA then all is OK in my (layman's) eyes.
Loaning your disk to a friend however, I would consider that... less liberally. You own the license, not your friend. You enabling your friend to use the game without them paying for it would be something I'd put in the same category as piracy.

There are about two hundred quests in vanilla Oblivion, and only about half are part of the Main, and 4 Guild quest lines... plenty of variety to give you surprises here and there, but there are only a few non-journal quests...

Keyboard and Mouse, using first-person mode for all combat (just like an FPS). I rebind the keys to use my keypad buttons because I've always done that for FPS's (I'm used to it, and find wasd awkward for jumping / crouching)...
0= jump,
. = crouch,
Enter = use,
+ = sheath weapon,
- = cast,
8456 = movement,
7 = forward auto,
* = 1st/3rd person toggle,
/ = run/walk toggle
...
And I set up Backspace to open up my inventory.
I only use third-person mode when I'm travelling / in a mood to enjoy the sights.

Being a 6'3" Canadian I identify with Nords most, but the benefits of being Breton always draw me to that class (although the height thing was hard to get used to... before I made Bretons taller ;) ).

Others I like: Heroes, NCIS (classic, and the new one looks good too), Lost (when it returns), Survivor, anything with Gordon Ramsey in it (especially Kitchen Nightmares), looking forward to Chuck returning, Dollhouse is interesting, Numbers.

Hmm. Sad endings. I've been sad that a game is over because I want more / want to keep playing, but story wise I can't think of anything that would even start to make me tear up. I don't take games that seriously.

I'm not sure, but I believe that the quest icon points to the room once you learn about the location (from a couple of sources). The wiki article says to be there between 11am and 5pm for your target to appear.
