How so? looking for a good challange with a proper levelling system all game :)

Just wondering about this mod, I'm looking to get rid of Oblivions levelling system with one closer to Skyrims, is their an official list for the monster levels with this mod? If not, anyone thats played it, does it provide a challange throughout the game? thanls!

Looking for an Oblivion mod to get rid of enemy scaling and add high level enemies, like for skyrim, does this exist? or would ooo or frans mod give me the option to chose enemy levels? Thanks :)

So I'm looking for a mod where enemies levels are raised upto say level 60-70, now I've seen some mods about, but they also scale to your level, I don't want the scaling, is their any mod about for this? any help appreciated.
