For everyone that stumbles upon this thread in 2019 (i did) Make sure that delphine is in the wizard room in dragonsreach, otherwise the mq104 will never ever start, no matter what you do on the console. Farengar has to talk to delphine. if she's not there, type the following BEFORE you hand in the dragonstone: while in the room with Farengar open console prid 13485 enable moveto player Now the quest will continue as expected .. took me 6 hours to figure this out -.-
