[Strange Whiterun Visual Bug]

Whilst in Whiterun I consistently account this strange visual bug and sometimes encounter it in Dawnstar; is there a possible fix for this?

I think it will probably suck because you cannot mod it, there's bound to be hackers, text-chat ruins immersion, typical trade spammers on text-chat, and there probably won't be any dragons in ESO.

I've been wondering because I got a CTD when I tried quick-saving in a middle of a battle and the Skyrim Performance Monitor showed me having used only 1.5gb of RAM but 1.9gb of VRAM (my GPU's VRAM is 2gb).

Everytime I try to loot someone or something I have to wait about 2 seconds because my screen freezes up, this started occuring after I escaped from Markarth's prison for the Forsworn quest during when the Forsworn kill all the guards.
