Thought I would add this. How to get to your "GECKPrefs.ini" & "GECKCustom.ini." : OS:C > Users (Select your user)> Documents > My Games > FalloutNV (Fallout New Vegas, should work for Fallout 3, too) Those two files should be in there, despite how you installed your game. Thanks for fix guys, fixed my render window.
