I've had the same problem, except I'm in Texas. The outage hours I've seen are from about 10pm till 2 or 3 am. They might be longer, but that's when I give up and go to bed. Our router is secure and everyone else with access to it is asleep by midnight. Cleared the caches and did all that and I've done big downloads from other sites with no issues, so it's just the Nexus. . . every night this week.
