NPCs are walking around with no armour

Hi everyone I downloaded FOOK 2 for Fallout 3 and have been playing it for awhile until I hit an issue with levelling past 20. I unchecked the mod and went back to my save to get around the issue. The problem I'm having is that once I reapplied the FOOK 2 mod many NPCs are wearing no armour and just walking around in shirts and pants. Does anyone know a way to resolve this issue. Regards Neil
