The healing part seems like it could be possible but I don't know how possible the claws are. I know there was a Wolverine mod for GTA V. They just put claws on his hands and used the punching/knife animations for them. If it is possible it would be really cool if you could have both the bone and metal claws, and maybe the bone claws could deal less damage than the metal claws.
