It might just be oblivion cannot find what Graphics card you have and will not work because of it.......

Right click "My Computer" and choose "Properties", click on the "Hardware tab" then the "Device Manager" button.
Click the + sign by "display adapter" and it should list your video card.
"Check your card to the one oblivion recommends, and the ones it works with"

Mostly something wrong with the drivers,reinstall your video card and see.

Further into Depth :
GetDeviceCaps() is a DirectX routine call made by the game engine to check you video card details, what all it is capable of supporting, and after that the game engine takes certain decisions on what all things to initialize for it. If that is failing, it means that the game engine is not able to read your video card properly.
95% chance that there is something wrong with your video drivers. 5% that your card has a prob.
Try running some other game and see if it works. IF it doesn't, then definity your drivers need a second look. If it does, that means, Oblivion has a problem with the drivers you are using, or else they have not been installed properly.

Well, think about it this way, Mehrunes was only using them for the reason that they were letting them into Cyrodill, and because Mehrunes needed a way, the book they use is just brainwashing material to gain the masses. think about that in the end, people will believe anything if it is drilled into there heads, as much times as possible...

All well and good, but how? I have tried and can not seem to get it to work. The Long Description just converts everything to basic text...

you see how everything in Nexus used something like " [/img]" and such, i think you can use it in the actual uploading...
it's Just like A Chat message, that keeps with the Document, therefore the mod .... if that makes sense

That is the one that stands out for me, most schools these days are doing that exact thing, and it has been increasing test scores since, the more information about a subject and opinions on that subject then the more one learns.

Make the mod Description page look good, With Pictures and banners, make it look like a mod worth downloading, and professionally made.
E.g Using pictures From the mod to jazz up the Description, Use links, make banners with photoshop or something,?
