Try going into the mods folder located at the top of the PCBANKS folder and remove all the mods there as well as from you mod manager. They should be removed automatically but I found older ones that were hanging around. If it then launches after deleting the DISABLEMODS file then one or more of your installed mods was the problem. only reinstall the recently updated ones. In my case I only had two so it was easy track down the problem.
