Hello, I am having the exact same problem. This is my fifth time through the game, and the first time encountering this bug. It was a fresh install, patched to 1.04, with all available DLC (Ultimate Edition). I played through Lothering without problems, then went straight to Redcliffe. I helped in the fight, but noticed that, while the oil barrels were present, there was no fire. Also, the zombies initially did not come at me until I went uphill far enough to lure them down. Then the assault on the other part of town started before I had finished with the hill, in the middle of the fight. I seem to remember in previous playthroughs finishing off all the hilltop zombies before the second assault began. Anyhow, I won the battle with no villagers dying, got the correct sequence and reward, but afterward there was no Farrah or chanter's board, no Blackstone Irregular or box, and no Mage or bag at the docks. Please help! gmg2dave, please take a look at the list of mods I am using; the ones we have in common might be the cause of this rather annoying bug! I have tried leaving Redcliffe and returning, entering and exiting the Chantry and/or tavern, even reinstalling the game. All to no avail. I am willing to restart the game if I absolutely have to, but not without some reassurance that I won't just run into the exact same bug the second time around as well!
