[Fallout 4 running in 1 FPS !?]

I already tried them all. None of them worked for me so.. I just bought Fallout 4 - Game of the Year Edition. I hope it is updated cuz I dont want to lose more time updating stuff.. Thanks for help

[Fallout 4 running in 1 FPS !?]

Hello friends so I have been playing Fallout 4 for a long time and then I deleted it cuz I wasn't playing anymore. And today I downloaded and installed back , newest version and all DLC s included. I wasnt expecting any problems but the game runs in literally 1 FPS. I used to play it on High Quality and there wasnt a problem at all. I also play GTA V and PUBG in the same computer without any problem . Idk what is wrong, I saw a yt video I'm not sure if its okay to share link so the title is "Fallout 4 * low 1 fps at character creation" 1 minute long video. This is the same problem I have. What can I do about it please help me

 

I already update my drivers, change the quality, change the window mode, change it to Windows 7 mod, and a lots of other things.. HELP! :(
