[Payment for Usage [bug, or misunderstanding?]]

Hey everyone! When I went to download a mod, I was prompted to join, and the fee was a minimum of 1.29, which I clicked on. I then was directed to create an account, and I am capable of downloading things indiscriminately it seems, but was never sent an invoice or to some manner of payment page. Did I misunderstand? I'm not complaining if it was free, but there seemed to be a one-time fee for start-up of usage here.
