You should ask in the mod discussion forum or PM the mod author for your issue.
Anyway, you need to locate your skyrim game file folders. Make that mod recognize the location of your skyrim folders. You can't just install that mod without skyrim in your computer.

You can run any enb with that specs but dont expect stable smooth 60fps on gameplay.

Probably you're missing important mod requirements. Some mods needs another mods to run properly. So Try downloading those important mods to meet each mod‘s requirements.

Check out reallike enb. This enb probably will work for you.

Yes, if you installed everything correctly and in properly order... it should look good. But the thing is, your FOV, weather, time, and place are awful, so your screenshots of the landscapes are awful as well. Cloudy and no certain features to beautify your landscape.

Too much mods. Can you remove some? CTDs will probably go away after you removed enough mods on new game files.

Probably you have some active macro or key binding configured to your mouse buttons. Removing/deactivating your macros or key binding will probably resolve your issues.

About those freezing issue, can you confirm if your other games also freeze? Must be overheating or faulty pc hardware. Other games, I meant games with such settings as heavy as your heavily modded skyrim Thats what I mean.

Well... that's problematic situation.
you should install graphics card driver. While installation is in process, do not touch it until it is completed. It may freezes a little bit depending on your pc
After that, make your skyrim recognize the graphics card.
After that, use a cbbe texture for your khajiit/argonian character and place it into appropriate game folder. As far as i know CBBE is for female characters only. Some races have their own textures for cbbe.
Of course, there is always another way to play skyrim again. Buy a powerful PC and install skyrim and your mods again.

If you want mods from skyrim steam workshop, you just subscribe to any mods that you want. They should automatically install themselves for you. That what I heard from other people.

Maybe this would not help you but Well, I dont use any mo, nmm, or any kind of managers. I manually add mods into game folders.
Anyway, you should probably try downloading it later or try another server to download that mod. The server is probably busy at the moment.

I heard from other people that If you're using racemenu, you dont need ECE.
You're missing a lot of mods like xmpse skeleton, fnis. Do you have skse installed?

I dont use creation kit but I heard from some people that there is a bug when you export character face for the first time. You stated that only one is affected. Right?
Try creating another one of that character and then export that 2nd character face gen.

Cant help it. When modders removed their mods in here, its over and it means they dont want to share their mods anymore. You can only find them through search engine if you're lucky.

I assume SR means skyrim. 320gb hdd is huge and it should be good enough... ( I assume that the 320gb HDD contains SR files only)
Anyway, i think that some texture enhancements mods are only good in high/ ultra settings. I mean whats the point of those texture mods when playing at lower settings anyway.

My skyrim character is a dude from another world, modern society. He got teleported to skyrim and captured by imperial army and saved by some black dragon. He inherited some dragonborn powers and spells, so he is a mage. He is destined to save the world from dragons and create harem.
