Meh, as long as it's not doing CTDs or freezes. It's all good. I also have random things falling to the ground for no reason after entering a cell/area. When NPC try to talk to me and I kept walking/running, their talking also been cut off... (Same as in RL). My followers also dismount from the horse on their own... But they still will try to mount and ride the horse.
Nothing game breaking.

Are you using Windows 10? That's sounds like administrative permission issue. Try changing to full control on home users group settings.

Do you fast travel alone or with several followers? If you have followers, your PC probably can't handle the load.
Or
Probably one of your mods probably causing CTD.

Do you have the appropriate textures for the appropriate body/hips mesh? Did you install the textures correctly? If not, follow the proper procedure of installation.
Reinstall that mod will probably a good idea.

-Probably too much mods that your PC can't handle your modded Skyrim. Can you remove some?
- missing required latest mods such as SKSE, XPSE skeleton, or HDT (especially for your certain armor or sex mods, I heard)

Yeah , you should limit fps to 60 . It may solve your problem. . if you're using ENB , you can check "fps limit 60".
