This doen't seem to happen with other cities. I first assumed the problem to be the "new life" mod I installed that starts the game in a prison cell with a statue of Mara. Unistalled it and started a new game with same problem. I have no idea how to post my load order. I see these "spoiler" things but I don't see how to use them.
Acturlly, your all kind of "special". The latest Skse does not work well with all versions of skyrim. If you read the Skse instructions, you would know that before jumping all over the people who are having nothing but problems with it.
I see people give the advice of creating a "c/games" file. That doesn't work, not on windows 7 at least. Skse and the basic skyrim launcher always look for related files in the program(86) folder and refuse to access them anywhere else. Try uninstalling Nmm and reinstalling with the managers default settings and see if that does it
Right click on the mod manager icon on your desk top and select "run as administrator". Opening the mod manager for the first time is always a little strange the first time for every game you load into it. Good luck
I had this same problem when I initialy tried to download skyrim mods. I began running Mod manager as an administrator and the problem was fixed. This doesn't seem to work for Oblivion. Nor do any of the other suggestions given by the prompt. I have windows 7 64. Any ideas? I didn't see anyone else having this problem continuously. Thanks
