  1. It would be a very immersive experience if enemies are based on star system level, with +/- 5 levels adjusted based on player level. Current leveling system feels frustrating, with some enemies (partially?) scaled to player level (ie: leaders and bosses), and some scaled to system level . There are mods for enemy scaling, but they scale strictly based on player level. example: Eta Cassiopeia system: system level 20 If player level <20, then all enemy level=20. If player level between 20 and 25, then all enemy level = player level. If player level>25, then all enemy level =25.
