does anyone know where the encounter manager file is located or is there no such thing?

i would like to be able to switch between all the third person cameras without entering first person, i wish i could code myself but unfortunately i cant. sorry for the weird request. reasoning: I Have OCD and cant stand the fps plummeting when looking into fire from first person, so much so that i have stopped playing the game. (iknow its stupid) it would put my mind at ease if i can just play the game in third person without losing the ability to switch too other camera distances. thanks for reading in advance!

This game lacks proper fire quality settings, whenever you look into alot of fire in first person the fps drops like crazy. there are no settings to adjust that will alleviate this problem, this is why i want to severly limit the particles fire gives off through the proper configs. does anyone know how to start?
