Hi, I'm having the same problem, and it's really annoying because it did used to work. By messing around with the installation, I found that if you render all of the NCR soldiers before uninstalling the mod, they will be equiped with the armor, and the graphical error will be gone. It's really a pain, and I'm really hoping for an update on the NCR mod, or maybe an archive of Antistar's mod. I saw your conversation on the Nexus mod site and I hope you finish developing your mod!
