found the problem it was skypatcher/skytactics

this exact problem has been happening to me for a week now it first happened during my playthrough of beyond reach so i thought it was just the mod but im doing dawngaurd now and its still happening during beyond reach i found a way to get past it by just fast travelling or quicksaving and reloading but its still pretty annoying. also some conjuration summons straight up disappear right after summoning idk if its related
