go the the skse launcher that is located in your Skyrim folder and "send to" desktop to make a new one. you can do either way but I found that to be easier for me.

I just wasted hours of my time trying to fix this and the answer was so simple. Wrong target destination for the shortcut. I am so angry at wasted time but very happy it's fixed... thanks!
