It got fixed! so I did steam file verification, and also downloaded latest F4SE and everything was fixed. I think it had to do with the new update.

So I was playing yesterday when suddenly the screen started blinking and graphics got distorted. If I press ESC to pause the game and resume it looks ok (except things at distance looked screwed up) and as soon as I move my mouse, blinking starts and things get ♥♥♥♥ed up. Has anyone ever encountered this before? I have played around 300 hours, haven't installed a new mod in months, and this just happened out of the blue. Tried the .ini file edit, didn't fix it. Window mode doesn't either. Main menu is fine too. It gets terrible when I move the mouse (like a rendering issue or something?) If anyone has expereined this or know how to fix it let me know. Btw I'm running it on i7-6700k 4GHz and a GTX1080. Also every other game I have runs at Ultra flawlessly so I'm sure my hardware isn't an issue. Thanks video: https://youtu.be/gGdH1Sa1rxc REPLY
