He could be using a lighting mod like Realistic Lighting Overhaul or Climates of Tamriel, but in not sure if those would make it brighter or not. You could try using the Imaginator to get it to look how you want it to.

I'm pretty sure you'll get access to those servers with a premium account, which I'm assuming will be better than the standard ones. Not entirely sure, though.
