I know the whole Civil War line is riddled with bugs, and quite honestly, I wish it wasn't even in the game at all. I've had it break on me more times than I can count now, both on the playstation and on my PC. At least when I'm on my pc I can sometimes use the console to do something about it. I've found through testing that the sooner you book it through the CW questline, the fewer bugs there are, but there were some things I wanted to get done in my current playthrough, and now it appears I've shot myself in the foot by doing so. I've just finished the battle for Whiterun. That quest ended, and Liberation of Skyrim began, telling me to report to Ulfric. I've gone to Windhelm to do so, but he has no quest marker above his head, and no interest in letting me report in. I've gone away for almost a full in-game month, doing other random radiant quests and furthering myself along in my guilds, I come back to him and still nothing. I've tried beating him into submission, with no luck. There's no save early enough to go back to that wouldn't just be better for me to start a whole new file. So I'm asking for suggestions. Has anyone had this problem and fixed it? Either with or without a console command, at this point I'm willing to try almost anything. =/
