Has anyone experienced this issue and/or know how to fix it. I'm a level 9 and I still don't have a perk card for lockpick. Its totally frustrating not to be able to deal with locks AT ALL (ie lockpick skill = 0). However, once in a while I try to unlock and nothing happens with the lock but after revisiting the safe and it magically opens for me and all the loot, or assumedly, all is now available to take! I don't know if there are any other Perk cards I should be getting at this level that I don't have so its possible I'm missing an entire card pack. Any help appreciated.
