From what I've read, I think it has to do with how complex the male nudity parts are, in comparison to the nude female parts. I don't think it'd be possible until the G.E.C.K. comes out, or if it is, it'd take a very long time. Like, instead of editing the skin, you'd have to edit and create a whole new mesh of the body, which is time-consuming. Just what I've read... sorry =\

I would love to have something like this as well. I don't think the pre-war nuke in the beginning of Fallout 4 does damage, so that would have to be changed maybe, since the suitcase nuke did around 10,000 damage last I looked at it in the G.E.C.K (in addition to making any actor or NPC fall down from the initial blast). Maybe something like the fatman shooting the brown "nuke" found in the qasmoke room (the one only accessible by console command). At any rate hopefully someone skilled in TESVsnip can make something from this.
