No, it's not. It's in the middle-level room of the tower, the room with a lot of beds in it, not the top room. The room at the top of that tower has a large chest, but not the stolen caravan goods.

Same issue here- drives me nuts, keep looking for a dragon (which does cause controller rumble sometimes) but no dragons. Only happens when entering a Riften exterior cell. 100% repeatable, happens EVERY time, doesn't matter which quests are active or completed, been this way for MANY new-game playthroughs.

^^^^^ THIS ^^^^^ I concur. I have tried all 3, UFO has some cool bells and whistles, but "has issues" and is more trouble than it is worth IMHO. EFF has been trouble-free for me, with up to 12 mod-added followers plus 1 or 2 vanilla followers from time to time.

Ok I was able to locate the items now not sure how to set to enchantable. its not quite as easy as I thought it might be as I want to keep the items as craftable, how do I proceed ? It's great that you were able to find the items. However, you didn't share HOW you found the items. So the rest of us who found this with a Google search "how to make skyrim armor enchantable" are still in the dark.

I totally agree. I found this thread googling "Skyrim smaller daggers" but I was hoping to find a mod that re-sized daggers to a more believable size- half the current size or even smaller.
