I have no idea what is causing it, I've been attempting to fix it for several days. Finally decided to make a forum post about it. Essentially even if I follow the ENB directions or tutorial video or what have you, no matter what ENB's are causing Skyrim to CTD directly after Bathesda logo. It does however show in the top left corner that the ENB is loaded in...
