While I feel The New Bison Steve Hotel and Lucky Casino does a good part of the job, I would like to see a mod that expands a bit on Primm after you find a new sheriff for the town. It doesn't need to be anything major; just make some of the houses in the back appear rebuild over time to indicate that people are settling, add a couple of tourists to the reopened Vikki and Vance casino and out in the streets, and maybe a street merchant or two to show that some economical growth is happening in the area.
