I brute forced this by just relaunching Vortex over and over and eventually it downloaded all the files. Not sure why it happened still.

Oh and it shows this error in Vortex Error: 2265344:error:1e000065:Cipher functions:OPENSSL_internal:BAD_DECRYPT:..\..\third_party\boringssl\src\crypto\fipsmodule\cipher\e_aes.c:1082: This error doesn't appear until after the browser opens and shows the Not found page. It downloads for a few seconds prior to that. I tried turning off my firewall and it didn't help, there are no alerts in my antivirus, and also it was working until this morning.

I'm installing Gates to Sovngard collection, and the downloads were working in Vortex overnight, then suddenly this morning all downloads stopped. When I click "Resume" the download progresses for a few seconds and then Chrome opens and shows me the error: Not found. The mod you were looking for couldn't be found And the download stops in Vortex. I think that's unlikely because it's afflicting dozens of mods including major ones like 3DNPC, and Gates collection was updated 5 days ago. Is there a workaround for this issue?
