The shout has been made into a spell by Revylrie and can be found here: http://www.nexusmods.com/skyrim/mods/73907/?

I've searched the Nexus and the Steam Workshop, and while there are mods which add some shouts as spells, there are no ones which make the Storm Call shout into a spell that I've found. I have no idea if it's possible or not, but I'd like a storm call spell. Preferably with the same/similar casting animations to the Fire Storm master level destruction spell. I think it'd be awesome. If there is such a mod, and I've just been stupid/blind and not seen it, links would be appreciated. Otherwise, I hope any modder would be able to make it. :)

I think this idea could work. You could have a full-blown insanity mod built into that, when you had a high psychotic level. You could change the sky into something quite apocalyptic, and replace the NPCs with rabbits, chickens and the like. Having Draugr replaced by someone like Nazeem would be good, the implication being that they have somehow managed to haunt the poor Dragonborn's delusional mind :D
